Folsom police arrested two people on organized retail theft and conspiracy charges Sunday, Sept. 27, in the 1000 block of East Bidwell Street.

Christopher Tuck, 41, of Pittsburg, was booked at Sacramento County Jail on charges of organized retail theft and conspiracy, according to the Folsom Police Department's daily log. Samantha Wheaton, 31, of Antioch, was arrested at the same location. She faces charges of organized retail theft, identity theft involving the personal information of 10 or more people, fraudulent use of a credit card, drug paraphernalia possession and methamphetamine possession. Wheaton was also booked at Sacramento County Jail.

The organized retail theft charge falls under Penal Code 490.4, a statute strengthened by Proposition 36 in November 2024. The law targets coordinated theft rings and can be charged as a misdemeanor or felony. The police log does not identify the specific store involved or the value of merchandise allegedly taken.

The Sept. 27 log recorded nine incidents total, including eight arrests or citations and one theft report.

At 4:05 a.m. Sept. 27, Adam Whitton, 27, of Carmichael, was pulled over at East Bidwell Street and Wellspring Drive. He was arrested for DUI and driving on a license suspended due to a prior DUI conviction, then booked at Sacramento County Jail.

At the 200 block of Blue Ravine Road at 7:30 p.m., David Luna, 40, of Sacramento, was arrested on a charge of petty theft with a prior conviction and booked at the jail. Neal Parker, 40, of Sacramento, was cited at the same location for possession of drug paraphernalia, possession of burglary tools and petty theft. Amanda Turkington, 35, of Sacramento, was also cited there for drug paraphernalia possession and an outstanding warrant.

Someone broke into a locked vehicle at the 1200 block of Creekside Drive around 8:22 a.m. Sept. 27 and stole a wallet, identifying documents and credit cards, the log shows.

Sept. 25–26

The Sept. 26 log recorded a vehicle break-in at the 13000 block of Folsom Boulevard, where a suspect smashed a window and stole $1,000 worth of items at 7:07 p.m. Nicholas Beevers, 36, of Sacramento, was arrested at the 6600 block of Folsom-Auburn Road for resisting arrest and inhaling a toxic substance.

On Friday, Sept. 25, two separate DUI arrests were logged. Michael Fry, 47, of Folsom, was stopped at Wool Street and Sutter Street at 11:14 p.m. James Doran, 39, of Shingle Springs, was arrested at Harrington Way and East Bidwell Street at 3:18 p.m. following a traffic collision. Both were booked at Sacramento County Jail on DUI charges. A vehicle break-in was also reported at the 100 block of East Bidwell Street at 1:48 a.m., where a suspect smashed a window.

Across the three days, police logged three DUI arrests and three vehicle break-ins.
